Support

Over the last years support to NSOs/NSAs has been developing at Regional and World level
and resources are being used for that purpose. Continued support to NSOs/NSAs is essential
and should be further enhanced. Consultancy is and should be based on the needs and actual
work of the NSO/NSA in question therefore we need to ensure easy access and promote
open dialogue between the Region and NSOs/NSAs.

We should optimise our resources and the professional expertise available in the Region. We
should also encourage diverse means of support; offer direct support upon request, facilitate
NSO to NSO cooperation when needed, share knowledge, ideas and resources through
modern and efficient communication methods, etc.

Youth Empowerment

The Mission of Scouting is to contribute to the education of young people and to help build a
better world. We strive to prepare young people for the future and strengthen their capacity
to face the challenges of tomorrow so that they can thrive as individuals and play a
constructive role in society.

As a youth led movement supported by adults we need to provide opportunities for
participation on all levels and empower young people to take active part in Regional work. In
order to attract more young people to join the movement, retain them, and be better able to
provide them with the relevant educational proposal, we need to realise and recognise which
skills and capacities society needs from its future leaders and citizens. And we need to listen
to what the young people want and need.
